ABOUT THE ROLE

Chief Operating Officer (COO) Terminal

We are looking to recruit a Chief Operating Officer for new and/or existing Terminals in Africa.

DP World in Middle East & Africa (MEA) Region operates Ports, Logistics and Economic zone in the following countries: Berbera (Somaliland), Dakar (Senegal), Algiers (Algeria), Djen Djen (Algeria), Jeddah (Saudi Arabia), Maputo (Mozambique), Kigali (Rwanda) and Sokhna (Egypt) and expanding in many other countries in Africa and Middle East.

This position will be located in one of our country in Africa and reports to the CEO. The main purpose of the role is to control and provide direction to Operations of and supervise the daily operations of Container, General Cargo, Planning, Engineering/Technical, -, Health, Safety and Environment. To plan and monitor terminal capacity and to ensure required capacity based on business forecast and to achieve profit, revenue, and operational objectives of the Company.

KEY ACCOUNTABILITY

(Operation is referring to Both (Operations and Engineering)

  • To implement, direct and administer general policies established by DP World – Head Office, develop the Business Unit annual and long term (business) plans, develop and approve specific operational policies, programs, procedures and methods in line with general policies.
  • Work closely with the CEO of to develop and implement a strategic plan to advance mission, vision and values of the Business Unit.
  • To ensure there is adequate resources - skilled manpower and equipment to -efficiently meet daily operations.
  • Take the Leadership role in the establishment of performance indicators for all operations department functions and monitor performance against operating goals.
  • To be part of the implementation of DP World safety & security standards within and ensure implementation of all HSE policies and initiatives. Ensure all accidents occurring within the Terminal are investigated in accordance to defined safety procedures.
  • Implement soft and hard safety controls in the short term and eliminate risks in medium term.
  • To promote prompt, smooth and efficient dialogue between shipping lines, shipping agents, traders, customs, port authority and the terminal operations to maintain strong and professional relationships with customer line and ensure vessels meet pro-forma productivity.
  • To provide high level customer relations and services; and ensure compliance with DP World policies and procedures thereby protecting the image of DP World.
  • Coordinate development of operating and capital budgets according to the budget calendar; monitor monthly and other financial statements for DP World; take effective corrective action as required.
  • Properly manage all aspects of Operations and Engineering activities to ensure and maintain the quality of services provided at high level of efficiency and meet International standards.
  • Develop, maintain and disseminate a basic management philosophy to guide all Operations Department staff towards optimal operating results, employee morale and customer satisfaction.
  • Use system/terminal software driven processes for all terminal activities, efficiency, reports and results.
  •  Oversee the performance evaluation process for the organization, monitor the external environment as it relates to port operations to anticipate and adapt to significant changes.
  • To ensure financial strength and operating efficiency and to collaborate with senior management leading the organization towards achieving business goals and objectives.
  • To set targets for Container and GC throughput in a competitive market environment, review operating results, comparing with established objectives, and recommend appropriate innovative cost-effective measures to enhance outcome.
  • To plan develop and implement strategies to accommodate terminal capacity expansion to current and future organizational needs.
  • Conduct daily and weekly meetings with key personnel to apprise on Terminal Performance and other major activities.
  • Act as the key internal and external focal point for the company's technical activity.
  • To set KPIs for operational performance for the department, guide and advise team of professionals to successfully meet targets and objectives.
  • Engineering (Maintenance) Overview and direct activities of technical department in a customer oriented and cost-effective manner with adherence to performance, safety, quality and productivity in order to ensure continuous equipment availability and equipment preservation.
EXPERIENCE
  • 15 years of Port Management experience with 7 years of professional experience in a senior management position, that had responsibility over both operations and Engineering
  • Worked in diverse and developing countries
  • Had solid experience and success in managing different stake-holders both internal and external
  • Experience in work environments that had 3rd party companies to manage
  • A proven track record of managing operational/engineering activities in a container terminal; for both Container and General Cargo
  • Work effectively with other people to achieve individual, team and corporate goals. This is done by managing and motivating a team towards the achievement of team and corporate goals
QUALIFICATIONS & SKILLS
  • BA / diploma in ports and terminals or related qualification
  • Fluent in English and French
  • Proven track record of ability to manage and drive change to high operational standards in difficult environments
  • Proven ability to communicate in environments with different language capabilities than his/her own and able to gain people’s trust and buy-in
  • Ability to focus on identifying and meeting customer’s needs, building long term trusting relationships and partnering to mutual benefit. This encompasses both internal and external customers and develop long term partnerships with them
  • To have the energy and determination to increase Container Terminal's capability to deliver and improve business results by maximizing resources to achieve individual and team objectives
  • Create new and imaginative approaches to work related issues by encouraging and seeking opportunities to improve, innovate and implement changes to support the business
  • Make a personal investment in the development of self and others by providing the opportunity to develop personal characteristics and to pursue career aspirations
