JOB PURPOSE

 

Co-Manage and direct activities of Project Development and Facilities Maintenance across the port in a cost-effective manner with due regards for performance, safety and quality. Oversee all facility-related maintenance, installations and refurbishment and site upgrade activities and preserving the good condition of infrastructure by ensuring that facilities are safe and well-functioning.

KEY ACCOUNTABILITIES
  • Prepare and support manager in planning annual budget for Project Development and Facilities Maintenance function
  • develop and implement a facility management program including preventative maintenance and life-cycle requirements
  • Conduct and document regular facilities inspections
  • Ensure compliance with health and safety standards and industry codes
  • Allocate and manage facility space for maximum efficiency
  • Coordinate intra-office moves
  • Supervise maintenance and repair of facilities and their used equipment
  • Oversee facility refurbishment and renovations
  • Implement best practice processes to increase efficiency
  • Support Project Manager with the following:
    • Develop, Plan, Manage, monitor and control all small infrastructure projects in DPWorld Jeddah and all the repairing, maintenance and improvement required for the utilities, buildings and infrastructure in the Port and Camp.
    • To Manage the implementation process of all mega facility projects in DPWorld Jeddah facilities at Port and Camp.
  • Plan and coordinate all installations (telecommunications, A/C, electricity etc.) and refurbishments
  • Manage the upkeep of facility and all housekeeping activities to meet health and safety standards including pest control
  • Inspect buildings’ structures to determine the need for repairs or renovations
  • Review utilities consumption and strive to minimize costs
  • Supervise all staff in facilities section (engineers, supervisors, technicians, housekeepers etc.) and external contractors
  • Control activities like parking space allocation, waste disposal, buildings safety and security systems.
  • Allocate office space according to needs as well as furniture control
  • Keep financial and non-financial records
  • Perform analysis and forecasting
  • Define benchmarks by understanding current practices, identifying weak process and setting up improvement plans
  • Attend weekly review meetings with Project Manager / Engineering Head to identify methods to improve existing processes
  • Report departmental activities and Key Performance Indicators to the Project Manager
  • Ensure economical, efficient, and productive use of the department’s equipment and manpower
  • Motivate and encourage staff to achieve superior performance and reorganize achievements
  • Manage and Support the department’s financial, administrative, and personnel activities
  • Support manager in attending major CAPEX investment related meeting (both internal and external) and finalize business plan
  • Establish and implement Performance Testing Standards and Best Practices for department
  • Set and maintain performance criteria for reporting staff
  • Ensure safe working conditions for staff
  • Identify and develop the department’s technology and training requirements along with manager
  • Plan and monitor training programs for department personnel
  • Plan, monitor and analyse MIS reports
  • Establish and maintain performance criteria (KPIs)
  • Perform periodical scheduled performance review with reporting personnel
  • Provide regular process control checks and initiate and support performance improvement activities
  • Maintain constant communication with the subordinates to ensure effective functionality in the PMD department
  • Responsible to maintain safety and discipline in the work area
  • Responsible for Implementation and compliance with Fatal Risk Standards
  • Responsible for Implementation and compliance with Safe Work Practices
  • Responsible for Implementation and compliance with HSE policy
  • Reporting accidents and ‘near misses’ in accordance with defined safety procedures
  • Any work deemed fit for structuring of tasks and goals, to achieve high productivity with efficient utilisation of equipment and labourer

 

QUALIFICATIONS, EXPERIENCE AND SKILLS
  • Experience in Civil Works, related function 
    • Mandatory: 5 years
    • Preferable: +5 to 15 years
  • Minimum experience in a managerial role: 3 years
  • Experience in the port industry preferred
  • Graduate/ Bachelor’s degree. Civil Engineering preferred
  • Fully Conversant with the safety standards
  • Excellent in English and Arabic (both writing and speaking)
